Are there sales tactics used?

Not if you know how to avoid the bad franchises (I’ve learned this the hard way). With good franchises, it’s a mutual interview and research process. Only when both parties feel there is strong potential for success do you begin to consider investing in the franchise. "Selling" a franchise is a recipe for failure.
