What's the best way to identify a staffing firm that wants to sell?

I've identified owners who want to sell in a variety of ways. Brokers are easy to find, but I prefer to work directly with owners. Any tips or recommendations to identify US based staffing firms that are ready to or thinking about selling?

Chris, I like Paul's suggestion below provided you are not in the business. If you are you will need a proxy as successful target companies will probably not talk to you until the trust you.

SURE! Buy a list of owners form and do a direct mail piece to them.
Hand-write the envelops with a blue #7 ink pen.
DO NOT use a label anywhere.
Mark the envelope with a RED pen "Confidential for Business Owner Only"

You will get calls.
30 days later, re-send the same piece to the same people - with "Second Request" on the envelope.
You will get more calls.

If you don't find what you are looking for, do it a 3rd time -
with "Third and Final Request" on the envelope.

You'll get what you want -
