What you need to acquire a License will depend on the location. Contact the local Liquor Board for that information. The "average starting cost" is a variable that no one can answer, in this manner. Is it a start-up? If so, where? How big? Do you want to buy a location or lease it? As as for Capital - YES, it can take "a lot"! Not including Inventory, you have deposits on everything you will lease or buy, in the way of equipment, refrigeration, location, etc.
