In general the answer is NO. But this is a good time to buy businesses at a discount because many businesses may be on the edge of failing or can not obtain capital as they were in the past for normal operations.

So, someone with a good capital base can come in snatch up some businesses at a good price and then wait until times are good again.

And there are some industries that are doing well right now, i.e. debt collection companies, repossession companies, check cashing businesses, etc. but once the economy turns around so may some of their fortunes.

So, it all depends. Lots of investors I know are sitting on the sideline. So that may be an indicator as well.

But bottom line is if you have a good deal. It doesn't matter what time it is.

If you are trying to buy a business at a discount, because it is being sold at a reduced price due to "necessity", you have to ask yourself, WHY!??! If the business is down and that is the necessity, are you really getting a bargain? Sure, you can buy at a discount in those situations, but you are then inheriting the same difficulty the Seller had. Cash flow is normally the deciding factor in small business sales and purchases. If the cash flow is low, the price is low. If the cash flow is rich, you will pay top dollar. It is a trade off. You can buy low and have no profit; or buy high because the cash flow will be there. Getting a discount is not necessarily a bargain - and in fact, unless you are extremely experienced, skilled and have very deep pockets to weather what ever problem exists, it can be a disaster. No one is going to offer you a discounted price unless there is a problem.

That's kind of a trick question. Probably a bad time to start a business, unless you are well capitalized to weather the storm. At the same time though, I personally believe it is a good time to buy a business as I've got to believe that many are selling at a discount as a necessity. Besides, valuation calculations would have to be low with the lower revenues from the past year.

It is an excellent time to start a business. There are a host of opportunities now for an entrepreneur with ambition.
An alternative answer is that any time you have a good idea, and can take advantage of an opportunity is an excellent time to take advantage of that opportunity.

It depends upon the business. Although I have been a Business Broker for almost nine years, I have been a start-up and troubleshooting consultant for most of my career,predominately for small to mid-sized business. If there is one cliche that sums up the current situation, it is: Where there is a problem, there is opportunity! So, again depending upon the business, now may the optimal time.
