How can I use silent partners to buy out my boss' all-in-one insurance agency?

My boss wants to retire and can't handle the amount of work her client base and roster of providers now generates, and has offered to sell me her book of business for below market value. She's using the classic 2x method of valuation which I'm sure isn't accurate, but would still just put the whole thing up and walk away if I could put the money up. I want to buy it from her and just leave it to some silent partners to pick apart as they see fit. I don't have the access to capital required, so how would I go about just being basically a proxy for some partners?
